Because they're unconventional.
There's not a huge market for them, and these aren't old products, they're new.
DS Flashcarts are cheap because they make THOUSANDS of them at once.
These things are expensive because they're made by people/groups, not huge companies, and in very small amounts.

Wow, I suppose this is a wee bit sketchy ain't it? Regardless... It's been years since you average commercial flashcarts have been produced, so your selection is limited. First off: A 32Mbit cartridge will handle near any CGB game. However, 16Mbit cartridges are about the only common flashcarts out ...
