PLEASE get some better pictures, your current ones are awfully dark and it makes it hard to tell what exactly is going on :? Yeah I had a difficult time trying to photograph it. Every time I took a picture with the flash off everything would come out very dark no matter what the lighting conditions...

Yeah the board connected to the cells are the ones you want to keep.

Just make sure not to disconnect the protection circuit from your battery. You must have it or else your li-ion battery will catch fire if over charged or over discharged. You can't use the Dreamcast's power supply. It runs on 120 VAC and your battery is 11.1v DC. There is no practical way of getting it to work. Just get the Pico PSU for a portable. The 12v model will work with your battery.

It doesn't look like it even comes with the board or anything. That is for JUST the screen. So there is no way of knowing whether or not it accepts composite video or not. Unless you could find the board that controls the screen then this is unusable. Just save yourself some time and trouble and buy...

Your universal adapter is not powerful enough. The Dreamcast needs well over 300 mA. I have tried it with a 12v 500ma power supply and it didn't work. You need one that outputs at least 1 amp. If the solder points on the bottom of the board are unusable now, then just follow the traces coming out of the solder points back to the component it is connected too and it will work fine. It will probably be a smd component but its good practice.
