Both the GBA and GBASP use a 4.19 Mhz crystal, so you should be able to perform the mod by using an 8Mhz crystal. Overclocking the GBA affects all games that are played on it. Apparently the oscillator crystal is used to provide the clock pulse to both the GBA and the original GB/GBC circuitry.

The same goes for the DS. If you overclock the DS, it speeds up both GBA games and DS games.

What is the picture showing? Is the screen just all black? Can you see anything at all, or are all the pixels the same? Try adjusting the contrast dial. It might have gotten turned all the way up. When you take the back off the GBC, you can see two fuses down at the bottom section, directly above the headphone and power ports. They are the larger black components, with a solder connection on each side. You could use a wire to connect both ends, and that should bypass the fuse if it has blown.

According to what I found it is a universal adapter allowing import carts to be played on a PAL SNES. The GBA SP Charger provides 5.2 volts, and USB ports provide 5 volts. It might be worth trying since there must be some circuitry that regulates the voltage to the 3.6 Volts that the GBA's battery needs. You could temporarily wire a 5V source up to the GBA SP's charger port, and see if that works to...
