What if I am running this off of a computer? Namely an XP or OS X?
I guess if it's possible this way, it will be more of a dedicated emulation machine instead of game console mod...
Is this something that needs to be done on a hardware level (LCD)? Or can this be done from a software level (OS)?

I had that as well on my PAL snes. Don't know what it is though. Does it happen when you're on the elevators and you suppossed to like flicker?
