OK I've built a rom dumping cable, had a few teething problems getting it to work... needed to switch my LPT port to "Bi-Directional" mode AND still had to use UCON64 to get it to dump anything right. I was going to suggest trying UCon64 ( http://ucon64.sourceforge.net/ )with your Toto-Tek, if you haven't already that is, but it looks like that might only read/write to the Flash cart as well :( might be worth a look though.
