He's saying that because a 7808 is a low-dropout linear regulator, the input voltage needs to be at least 1.5V to 2V above the output voltage.
The psone screen quits out at around 7V, I'm not sure exactly where, but I don't know if it can run on 7V.

The $10 Radioshack desoldering iron with the attached pump can work quite well, once you get the hang of it. It's 45W, which should help with melting the lead-free solder. For most fans, if you undervolt them, they will still run, just slower RPM.
Is your battery pack fully charged? It should be about 12.6V fully charged (if it's lithium), which could be bad for the fan. Maybe that's the issue.

A PSOne screen is waaay too low resolution for what you're looking to do.
Something like this would be much better, as it's 640x480, rather than the PSOne which is 320x240.
It doesn't have HDMI though, but it has VGA, and it probably would be easier to get HDMI into than the PSOne.

If the screen uses the old-style CCFL backlights, then it may not run on much less voltage, as those backlights tend to require high voltage.
However, if it's LED backlit, then it should be regulated somewhere, which you might have to replace/bypass.

Are you taking the signal from the AV port or from the capacitors? When I last looked at the mod, you pulled the signals from the capacitors so you would miss all of the junk that gives it a green tint.
You could also try a resistor/potentiometer to weaken the green signal.
