What does the high drain mean for these cells? Could I actually get a 10Ah 7.4V pack with these 2 cells?

It means it can discharge quickly.
It's rated 50 amps continuous or up to 100 amps in burst.
Not that you'd need that, though.

It will work as a 10Ah pack.
