wierd piece of hardware, gamar remote

G'day
recently i purchased a psone and screen from a local video game dealer (50 aud for psone, screen [thrustmaster], official bag, controller, and random thing) and i cae across a memory port accesory and a matching remote.
the only text it has on it is Gamars
ill post pics later, but the board is focused around one microchip

iim not sure as to whether this is a psone vcd card? (tried putting in a vcd with no luck)
remote does not appear to function properly in psone interface either.
any ideas?
