Page break before the Reference Section

I think that when you click the reference section, it should bring you to a page that says:
You are entering the Reference Section of the benheck.com Forums. The Reference section is a place to post information and facts about consoles and portablization. It is not intended to be a place for questions. Please refrain from posting questions in the Reference Section, as they will be deleted. An appropriate to ask your question can be found in the Community section, the General Hacking and Mods section, or the Console Projects section.
Under that will be:
If you wish to not see this message again, please enter the following sentence into the text box, then click continue:
"As a member of the benheck community, I will not create topics in violation of the above information.
[White space to enter in the sentence, like the "what is 2+2" during registration.]

Under that will be a [Continue] and [Return] button.
