Sorta.

Basic Modding/Hacking Info: Yep. This stuff is region-free.
Screen Hacking: Sorta. It's mostly outdated anyway.
NES: Mostly. I don't think there is much, if any, difference.
SNES: No. I don't think the SNES mini was even sold in a PAL version.
PSOne: Maybe. Not sure, ask someone else.
Atari 2600: No. The PAL system is different.

Depends. There is a smallish and and big version. The smallish one is bigger, but not a lot bigger, that a SNES mini. The big one is just f-ing huge.

I can't understand the first part of your post. At all.

As for the second, an NTSC SNES or SNES mini will play PAL games with a mod, but I think the video output is still NTSC. Don't quote me on that. A PAL SNES will obviously play PAL games.

I ment i'm buying off ebay so i cant check the system for markings as to which revision of the board it is.

i bought one for what i presume is around 3 dollars so i'm not to fussed either way

If you buy from eBay you can always ask the seller... if they don't at least try the guy is a dick and you don't want to deal with him anyway

Why don't you just buy a NTSC system and screen and just use that.

In PAL countries NTSC systems are incredibly expensive and hard to get.
