Yeah, of course. Otherwise, your N64 wouldn't work if you didn't have an expansion in it.

The standard overclock mod just requires a pin jump on the CPU, no physical oscillator switch.

Pin 34 is obviously connected to ground, and pin 24 either to 25-32 or somewhere underneath the white silkscreen.

I'd actually suggest turning the Development Center into a Computer Center or something. It would contain both talk about programming and recent computers. To build off of what others have said, we should also have a "Other Systems" forum, maybe it should replace the Arcade forums.
