some observations:
- A Ni-Mh battery of the same capacity of a lithium battery weighs about twice as much (check weight. consider.)
- If you want a 12v, 6600mAh pack, then you need 8 cells (2x4 cell array) ... What you described makes no sense (1x4 + 2 extra???)

Re: Micro ATX PSU Troubles
I dont know what to tell you, usually with normal ATX power supplies you just unplug them, wait a second, and it works again.
Unless the short still exists.

Re: 100uF capacitor and 2k Ohm resistor
the current does not go through that resistor, and its more than 1 amp IIRC

Re: protection circuit for 7 1.2volt lithium ion batterys
Umm... seven 1.2v batteries?
If they are 1.2v batteries, they aren't lithium and dont need protection
If its a 7.2v lithium battery pack then you would have two (or an /even/ number of) 3.6v cells and you get a 2-cell protection circuit.

Re: 100uF capacitor and 2k Ohm resistor
Sure will work but you could go with smaller resistors. Those ones are pretty big.

Re: Mosfet control issues
Are you sure it isnt your code? If it fails the LED test and you say its hooked up right, theres not much else it could be. Are you putting in delays? You cant drive these things past 400khz or 1mhz or something like that. (also some 595's cant (shouldn't) drive LEDS directly. depends on the drive c...

Re: Li po issues
1) You are being difficult. You cant know anything about the voltage without actually measuring it. When trouble-shooting you cant make a good decision on a statement like I know they are either undervolting or not putting out a voltage at all. You cant really "know" anything specific if you later q...

Measure the voltage.
Look up the protection IC datasheet.

Inkjet will definitely not work. I dont know where you heard that... Its called the toner-transfer, laser toner is the only thing that works.

The photosensitive boards have to be exposed with UV light using a image printed onto clear plastic. ("overhead transparencies"). Then you wash away the photoresist and continue etching as normal I did it once and then decided to never do it again because I did not get good results. The photoresist ...
